MiCA Art. 66(3) – White Paper Hyperlinks

In short

CASPs that operate a trading platform, exchange crypto-assets, give advice or manage portfolios must provide their clients with hyperlinks to the white papers of every crypto-asset they offer these services for. The CCRI API delivers verified, up-to-date white paper links per crypto-asset.

What the regulation requires

Article 66(3) MiCA (Regulation (EU) 2023/1114), second subparagraph:

When operating a trading platform for crypto-assets, exchanging crypto-assets for funds or other crypto-assets, providing advice on crypto-assets or providing portfolio management on crypto-assets, crypto-asset service providers shall provide their clients with hyperlinks to any crypto-asset white papers for the crypto-assets in relation to which they are providing those services.

Who is affected?

Unlike Art. 66(5), this requirement does not apply to every CASP. It depends on the crypto-asset services you are authorised for, as listed in Article 3(1)(16) MiCA:

Art. 3(1)(16)Crypto-asset serviceArt. 66(3) applies
(a)Providing custody and administration of crypto-assets on behalf of clients❌ No
(b)Operation of a trading platform for crypto-assets✅ Yes
(c)Exchange of crypto-assets for funds✅ Yes
(d)Exchange of crypto-assets for other crypto-assets✅ Yes
(e)Execution of orders for crypto-assets on behalf of clients❌ No
(f)Placing of crypto-assets❌ No
(g)Reception and transmission of orders for crypto-assets on behalf of clients❌ No
(h)Providing advice on crypto-assets✅ Yes
(i)Providing portfolio management on crypto-assets✅ Yes
(j)Providing transfer services for crypto-assets on behalf of clients❌ No

If you hold an authorisation for at least one of the services (b), (c), (d), (h) or (i), you need white paper links for every crypto-asset you provide that service for.

Not sure whether this applies to you?

Check which of the letters above your authorisation covers — the CCRI MiCA Monitor tracks ESMA's MiCA register and helps you find out. Or simply reach out to us.

Why this is harder than it looks

The obvious source is ESMA's interim MiCA register, but in practice it has several pitfalls:

  • New white papers appear continuously as register updates.
  • Links to existing white papers may change at any time.
  • Multiple white papers for the same asset can co-exist.
  • Outdated white papers may still be in the register.
  • Links often lead to a website, not to the white paper itself.
  • No asset identifier (such as the DTI) is provided, and names and tickers do not always match.

What CCRI provides

The CCRI ESMA Register Link Service:

  1. Ongoing monitoring of ESMA's register — visible on mica-monitor.com.
  2. Data extraction — AI-supported extraction of the key information, followed by data quality checks and deduplication.
  3. Links delivery — access via API directly at crypto-asset level, or as a dedicated or integrated PDF solution.

How to integrate

One endpoint returns the white paper links for a crypto-asset:

GET /whitepaper-urls/{ticker}
curl "https://v2.api.carbon-ratings.com/mica/whitepaper-urls/btc" -H "key: YOUR_API_KEY"

The full request/response schema and an interactive "Try it" panel are on the endpoint page Get White Papers.

  1. Call GET /whitepaper-urls/{ticker} for every crypto-asset you provide one of the services (b), (c), (d), (h) or (i) for.
  2. Refresh daily — do not hard-code links, as they change.
  3. Show the link(s) to your clients wherever they interact with the crypto-asset (e.g. asset detail page, order screen, advisory documents).

Authentication works as described in Authentication.
